Mottel Menczer was a Romanian Holocaust survivor. After the war, he worked as a teacher in a school for child evacuees. In 1948, he and his wife, Regina, moved to Paris. They hoped to emigrate from Europe. For assistance with this, Mottel registered with the American Joint Distribution Committee (JDC) emigration office. The JDC provided financial support to Holocaust survivors and helped them leave Europe. Mottel received this identification card when he registered with the JDC. 

Mottel and Regina arrived in Canada in January 1949. They lived in Ottawa, where Mottel worked as a salesman and Regina as a bookkeeper.
