After the Holocaust, many Jewish survivors were "stateless." This means that they were not citizens of any country. Without citizenship, Jewish refugees could not get passports. So, they were often given temporary travel documents. The Military Government of Germany gave David this temporary travel document. It is stamped with a visa that allowed him to immigrate to Canada.
